Center for Social Accountability for Addressing Urban and Rural Poverty (CSAAP)

The thematic center will work on the issues of governance of various development programmes to understand the implementation challenges due to inadequate capacities or weak systems and procedures. There is a need to build demand for the programmes by participatory planning and implementation, community monitoring and introduce constitutionally mandated instruments of social accountability like social audit etc.
The institutions of local governance in rural and urban areas are the backbone of grassroots democracy, therefore, the center will work to strengthen capacities of the institutions through evidence generation on the ground and sharing learning with the policy making institutions from the perspective of the poor and marginalized. The center will also work to enhance capacities of development professionals on the social accountability and participatory development.

Key specialization in the center will be the following:

  • Social audits, public hearing, community monitoring and other tools of accountability.
  • Participatory planning.
  • Public Expenditure Tracking/Budget analysis.
  • Institutional strengthening of PRIs and urban local bodies.
  • Networking of PRI/ULB elected representatives.
